This is a 3 loop clear of Dock Man aka Port Man, made by Taito in 1982.

The game consists of 2 stages. In the first stage packets will drop that you have to catch and load onto the ship. There's an asshole on the ship that throws stuff at you trying to prevent you in doing your job.
In the 2nd stage you work at the dynamite factory. The asshole is back and brought his friend.
