HS integrates three freedoms: freedom of fear, freedom of want, freedom from indignity.
The strategies to implement HS policy framework could be down by protection (top-bottom) and empowerment (bottom-up) approaches.

The scopes of HS expanded to include threats in seven areas- economic, food, health, environmental, personal, community, and political security.
