Municipalities in the country continue to face financial distress with many unable to render services to residents. A researcher at the Public Affairs Research Institute, Dr Tracy Ledger, says this is due to mismanagement and municipalities' inability to collect revenue from residents. Her comments come as residents in Kimberley complain that they cannot afford to pay for services including water and electricity. A number of households, some in the indigent register in Kimberley have had their electricity cut off due to non-payment. During his state of the nation address, President Cyril Ramaphosa revealed that 163 out of 257 municipalities are dysfunctional. As Finance Minister Enoch Godongwana is set to deliver his Budget Speech today, Dr Tracy Ledger says indigent households are at the receiving end of poor financial management in municipalities.
