After many years I got the FutureCop itch but found only noob videos on youtube taking 20-30 minutes. I got OBS and made this. I ran it on Windows 8.1 with XP compatibility, but it still hangs half the time when starting a game. (Forgot to record the mouse which is why you don't see it here.) Since this map is really easy I made one for the hidden Bug Hunt as well (hard map - took me much longer).

Weapon choices may be by opinion but reading people knock the concussion beam and ignore the flamethrower was irritating. Best combination in the game, and if you add the shockwave generator you can shred Sky Captain and his base to pieces.
Guns: gatling laser looks pretty but it and the others do no damage. The flamethrower may lack the range but watch how quickly it eats up Sky Captain's health.
Heavy: the others are crap and take time to hit the target. Concussion beam does decent damage and is nearly instant hit - great for when Sky Captain runs like a baby. This also makes up for the flamethrower's lack of range. It even intercepts enemy shots it comes into contact with.
Special: I used to use mines for a while, but the shockwave generator is great for hitting everything, especially with the powerup. Can destroy enemy units in one hit. The flamethrower will eat up your target and the shockwave will eat everything else - great for turrets.
Using all three of these at once will take out a turret in 1 second, really.

General Precinct Assault strategy: I agree with the other videos, control the middle and the powerups. You should especially control the health. Sky Captain loves to run for the health or back to his base. (At one point in the video I regret not getting it even though I didn't need it because he grabbed it for himself.) One video of a certain PlayStation user suggested that jets/choppers are useless - wrong. Jets are necessary for defense and are essentially mobile turrets. You can't rely on turrets alone when Sky Captain starts to hammer you later in the game. (But I beat him pretty fast here.)
As you can see I start off with some jets and fewer tanks. The tanks can acquire turrets for you so you can start to take the map without you needing to be everywhere. Head for the centre next and try to take it and fight Sky Captain. After the run-in with him re-take the centre and the powerups. I wait for the health since I need it and it becomes unavailable to him. After that you can check out the rest of the map.
Pretty much the only way to beat Sky Captain on high levels is with a Dreadnought. Regular tanks are too weak to make it in.
