Milton Keynes (MK) was a greenfield New Town designed around the car and as a city of trees, and its masterplan was approved in 1969. Landscape architect Neil Higson joined the MK Development Corporation (1977) and brought together the team of landscape architects forming the Central Landscape Unit to execute ‘believable plans and achievable realities’, including the then partially completed Campbell Park.

Neil Higson explains the development of the ideas for Campbell Park, the influences of urban planner Andrew Mahaddie, landscape consultant Peter Youngman, and architect and general manager of the Development Corporation Fred Lloyd Roche, and then illustrates the completed scheme as a citizens’ park with event spaces, art works, view points and, because of its location, its symbiotic relationship with the city.

All designed landscapes require consistent and appropriate management. Brian Salter, first CEO of Parks Trust, notes that although it was widely assumed the local authority would adopt the management of MK’s 5,500 acres of parks, parkways and green spaces, the Thatcher government turned that notion upside down. Out of necessity, the Parks Trust was established in 1991 by Brian Salter and others as a charity. They negotiated an endowment of property and cash to be invested and strictly controlled to ensure continuity of management in perpetuity for all the city’s landscapes. Still to achieve a sustainable level of investment, this long term model offers a far more secure approach for the management of public parks than is usual in the UK.
