In summer 1940, the Air Ministry doubted whether 58-year-old Air Chief Marshal Hugh Dowding could defend Britain against the Luftwaffe's modern blitzkrieg. Critics called him "Stuffy" and questioned whether an officer from the Great War generation could understand high-speed aerial combat. They were catastrophically wrong.
Whilst colleagues dreamed of aggressive fighter tactics, Dowding spent five years quietly building something unprecedented: the world's first integrated air defence system. Chain Home radar towers, 30,000 Observer Corps volunteers, filtered operations rooms, and ground-controlled interception combined into a networked defence that treated technology and people as a single coordinated weapon.
This documentary reveals how Dowding's "obsolete" methods—dismissed as overly cautious by younger, more aggressive officers—actually revolutionised warfare. His refusal to waste fighters defending France in May 1940 saved the RAF. His ruthless resource management and pilot rotation system sustained Fighter Command through months of attrition. His integrated system gave outnumbered British fighters the ability to intercept German raids with devastating precision.
On 15 September 1940, the system faced its ultimate test when the Luftwaffe launched its largest offensive. Coordinated interceptions across southeast England convinced Hitler that invasion remained impossible. Two months later, Dowding was removed from command—rewarded for saving Britain with political exile.
Post-war analysis vindicated everything Dowding built. His integrated air defence system became the template for every modern network from NORAD to Israel's Iron Dome. The "too old" Air Chief Marshal had revolutionised warfare itself.
