The new Capital Construction Assistance Program (CCAP) facility at Texas State Technical College Waco is taking shape, and for RO Project Manager Seth Blanchard, a proud TSTC alum, this project is personal. He’s helping build the very facility that once trained him—now alongside Superintendent Philip Proffitt and the RO team.

This tilt-wall structure isn’t just a building—it’s a teaching tool. With exposed MEP sections, students will get a firsthand look at the inner workings of construction, gaining real-world experience that will shape their careers.
