A.K.A. Canadian Waltz, is credited to Frankie Rodgers of Mission, British Columbia, who has published it in a tunebook of his compositions. Ookpik is an Inuit name for the Snowy Owl.

I have recorded the right and left hand sides separately to experiment/demonstrate that dynamics and articulations can be controlled better when melody is played independently from the bass. Video was taken when the melody only was played.
