John Campbell and Janine Davidson, Council on Foreign Relations senior fellows, provide an overview of “Humanitarian Intervention in South Sudan”—a scenario from CFR’s Model Diplomacy. Campbell begins by discussing the history of Sudan and South Sudan. Sudan has experienced decades of civil wars and coups, he explains, as well as disagreements over oil revenue. Over the same period, the movement for autonomy or independence in the southern part of the country grew. The Comprehensive Peace Agreement of 2005 allowed for a 2011 referendum in which the South Sudanese voted for independence. Today, Campbell says, South Sudan is one of the least developed parts of the world, lacks infrastructure, and has poor agricultural conditions. There is also a conflict stemming from the rivalry between two leaders who represent different ethnic groups. Davidson then reviews the considerations surrounding a potential humanitarian intervention. She discusses military logistics as well as the question of how to handle unexpected conditions on the ground. Campbell concludes with a reminder that Sudan has been at war with itself for more than fifty years.
