Looking at the Google Workspace Admin Access Recovery Help Centre Article & Form

Losing access to the Google Workspace admin account/console is among the most common and, potentially, confusing situations to find oneself in.

For that purpose Google created a Help Centre Article which tries to cover all the bases in that regard.
