Log in to Oracle APEX:
Open your web browser and navigate to the Oracle APEX workspace. Log in with your credentials.

Open Your Application:
Open the APEX application for which you want to create a List of Values.

Navigate to Shared Components:
Click on the "App Builder" tab and select "Shared Components" from the navigation menu.

Create a New List of Values:

Click on "List of Values" under "Shared Components."
Click on the "Create" button to create a new List of Values.
Define List of Values Attributes:

Enter a name for the List of Values.
Choose the Type of LOV (e.g., SQL Query, Static Values, Web Source).
Configure other attributes based on the type you selected.
Configure SQL Query (if applicable):

If you chose "SQL Query" as the LOV type, enter the SQL Query that retrieves the values.
Ensure that the query returns at least two columns: one for the display value and one for the return value.
Define Display and Return Values:

Specify the columns for the display and return values. The display value is what the user sees, and the return value is what gets stored.
Set Additional Attributes:

Configure any additional attributes, such as Cascading LOVs, Default values, etc.
Save and Run:

Click "Apply Changes" to save the List of Values.
Run your application to test the LOV.
Attach LOV to Page Item:

Go to the page where you want to use the LOV.
Edit the page item and select the List of Values you created.
