Are you paying for iCloud storage and not sure why? You may need to free up space on your iCloud Drive so you can downgrade back to the free plan.

Amy shows you how to move files from your iCloud Drive using a computer, and then downgrade your iCloud plan and turn off iCloud Drive on the iPhone (same steps for iPad).
