The code for this is in the final US version of Donkey Kong 64. However, unlike other unused objects like the pushable crate, this code is not attached to an actor type. As such, the actor doesn't exist in the final version of the game.

However, from context clues, the code for this very closely matches the code for the charging zinger, including animation indexes that's called. Therefore, we can assume that this would be intended for a zinger.
EDIT: Checked Kiosk. It's used there, and is attached to a zinger model. 100% confirmation that this was intended to be a zinger.

To activate in your game, you would need to set 0x8074C37C to 0x806B4958.
