It seems the rule changed now for Travelling Saudi Via private Cars , There is 5% Chances only they will allow without CARNET permit the process for the application are below

Abudhabi registration Cars : Visit Auto Mobile & Tourist Club in YAS Marina Circuit - Apply for CARNET / Trip Ticket , this will cost you 420 ( Application + VAT) + 500 refundable Deposit, this paper can be also applied with MOI Application ( additional 25 AED for delivery plus 2 days for delivery), This paper will be received within 1 hour if visited any centers, Once received kindly visit Customer happiness center - Traffic Dept Murror Area and Pay 105 AED for Tourism Certificate ( if you pay additional 20 AED you can get the same paper from Auto Mobile & Tourist in YAS Marina itself ) , if planning to visit again in saudi arabia dont apply the refund of CARNET 500 AED upon return( CARNET Document have 1 year validity), you will need to apply 105 AED tourist Certificate only for second travel , however apply the refund before the grace period /validity period else they will deduct 300 AED from the deposit amount.

How to Apply E Visa - Saudi arabia

Notes:
* The eVisa is automatically valid for 1 year and is a multiple-entry visa.
* The duration of stay for the visa holders is for 90 days.
* This visa will also allow you to perform Umrah.
* GCC residents with any passport/nationality can apply for an eVisa
* Remember to save your application, as the platform might log you out after some time if you're inactive.
* Should your application be rejected, the fees are non-refundable.

Requirements
Below are the following requirements to apply for an eVisa to Saudi Arabia:
* Residency visa from one of the GCC countries with a validity of at least 3 months.
* Valid passport for at least 6 months.
* Eligible occupation as listed on Saudi Arabia's portal.
* For children under 18, the parent is required to apply first.
* Health insurance (can be applied through the eVisa application platform).
* Recent passport-sized photo with white background, taken in formal/modest clothing.

Eligible Occupations
As per Visit Saudi, there are specific occupations that are eligible for the GCC residents' eVisa. Find out if your occupation is part of their list HERE.

Take note that if you are applying for your spouse, children, or any other first-degree relatives that are unemployed, you must input the same occupation you used for yourself.

How to apply

* Visit Saudi Arabia's Ministry of Foreign Affairs website and create an account.
* You will receive an email from the ministry for you to activate your account.

* Once activated, you may log in to the visa application portal.
* Click on "Add A New Application".
* Thoroughly read the Online e-Payment Services Agreement.
* Click "Agree".
* Thoroughly read the agreement for the visa application.
* Click "Agree".
* After you've agreed to the ministry's terms, you may begin filling out the Visa Application form.
* For "Saudi Mission in" option, you may choose "Abu Dhabi or Doha".
* If travelling by land, you may choose "Dammam" as your port of entry.
* When applying for an eVisa, tick the residence visa option after choosing your nationality and upload the necessary documents as required by the platform.
* Once done, the next page will require general information about you for insurance purposes.
* After this, the platform will provide you with a list of insurance companies that are available along with their respective fees.
* Select the insurance company you prefer and proceed to payment.
* Pay the necessary fees and wait for your eVisa to be delivered to your email.
