Can I Retrieve the DATA from this Sony Digital Voice Recorder?

Here we have a Sony ICD-PX312 digital voice recorder sent over from Malta by Kate and Theo. It came up with an error whilst recording and hasn't worked since. There is a voice file on there that they would like to get back, can we get this working again and retrieve the voice file? It isn't recognised by a PC when plugged in via USB so I can't use data recovery software to pull off the files. Can the hardware be fixed?
