Costa-Hawkins is a law that was passed in 1995 that limits rent control ordinances. 

It prohibits cities from establishing rent control on single family homes, condos, and apartment complexes built after 1995. 

The Affordable Housing Act will likely be added to the November ballot. That act would repeal the Costa-Hawkins law and potentially allow for rent control to come to San Diego. 

Potential problems with this include restricting private property rights and less builders will want to build in areas with strict rent control (resulting in a shortage of homes). 

What's the solution? Build more homes and make building permits less expensive. 

Final Take Away: Even if rent control came to San Diego one day, it would be a net positive for landlords as prices would continue to appreciate due to a limited supply of homes. Just look at cities with the strictest rent control. They continue to have the highest property values year after year. Steve is against rent control though as it harms tenants and puts unnecessary regulation on home owners and hurts the economy by limiting new construction.
