To rose bud graft, you will need:
A healthy rootstock plant (the plant that the bud will be grafted onto)
A scion bud (the bud from the rose variety that you want to grow)
A sharp budding knife
Grafting tape
Steps:
Sterilize your knife. You can do this by dipping it in alcohol or wiping it down with a bleach solution.
Prepare the rootstock. Prune the rootstock plant to remove any dead or diseased wood. Select a healthy stem that is about the same thickness as the scion bud. Make a T-shaped cut in the stem, about halfway between the ground and the top of the plant.
Prepare the scion bud. Make a shallow cut on the scion stem, just below the bud. Peel back the bark on either side of the cut, revealing the green cambium tissue.
Insert the scion bud into the rootstock. Gently slide the scion bud into the T-shaped cut on the rootstock. Make sure that the cambium tissues of the two plants are touching.
Secure the graft. Wrap grafting tape around the graft site, starting below the bud and working your way up. Be sure to cover the entire T-shaped cut.
Water the plant well. Keep the graft site moist for several weeks, until the bud has taken hold.
Tips:
The best time to graft roses is during the growing season, when the sap is flowing. This is typically in the spring or summer.
Make sure that the rootstock and scion plants are compatible. Some rose varieties are not compatible with each other, so it is important to do your research.
Keep the graft site moist, but not soggy. Too much moisture can cause the graft to rot.
After the bud has taken hold, you can remove the grafting tape.
Once the bud has taken hold, it will begin to grow into a new branch. You can then prune the branch to shape it as desired. With proper care, your rose bud grafting will thrive and produce beautiful blooms for years to come.

Some additional tips for successful rose bud grafting:
Choose a healthy rootstock plant that is well-established and has a strong root system.
Select a scion bud from a healthy rose plant that is in bloom or about to bloom.

Graft roses on a cloudy day or in the evening, when the sun is not as strong.
