For overseas visa cases, you need to always remember that you deal with two different agencies.

First, USCIS decides whether the person who applied for the benefit is eligible.

Once USCIS is satisfied, the case is sent to the State Department for additional processing at the National Visa Center and the local embassy.

But sometimes USCIS and State don’t agree.

State might even send the case back to USCIS for possible revocation.
