Butyl synthetic rubber is a flexible, oil-based, waterproof, mildew resistant, paintable sealant you can apply onto a wet surface. It beats silicone.

Lexel® is a co-polymer rubber-based sealant.
It has excellent adhesion to a wide variety of materials, even after seven days of water immersion.
Lexel dissolves under paint thinner mineral spirits.
Lexel is a soft rubber that resists tearing, allowing it to stretch and compress with joint movement.
Lexel is Butyl, 19 times clearer than silicone.
Silicone loses adhesion over time, isn’t paintable and can't stick to wet surfaces.
Lexel sticks to a more surfaces, and can be applied to wet surfaces
Lexel sticks to everything, even itself. Silicone won’t stick to silicone.
Lexel downside is it cures very quickly.
Lexel comes in white and clear. Ace sells it in a small tube for about $5, or at Gilbert's Pro Hardware.com for the big tube at $8.

Sealant and caulk are not the same, though the words are used interchangeably. Both fill and protect joints and seams. One difference between caulk and sealant is in elasticity. Caulk is less flexible when cured. Sealants do better for areas that will expand and contract.

Seal the window better by adding a bead of clear Lexel along the top ledge only, not all the way around.
