This is quick tutorial on merging 2 Steam game libraries from different hard drives onto one. I ran into this problem when trying to merge games from an ssd that I won't be using in my new pc build. Steam kept saying it would download the game again even though it was in the steamapp common folder. Hopefully this helps anyone with the same issue!
