During the time of emperor Augustus, the independent Celtic kingdom of Noricum also became part of the Roman empire. This was followed by further subjugation of territory between the Adriatic sea and Danube river.
So how did it come to that?

While the Roman occupation on Noricum progressed relatively peacefully, the tribes of Pannonia were much more determined to fight back and rebelled again and again. While Noricum continued to see accelerated romanization and economic growth under Romans, the Pannonian war would last for harrowing 6 years. The command over the Roman legions had been at first given to General Agrippa, but he succumbed to an illness and would be replaced by Augustus' stepson, future-emperor Tiberius.

The war wasn't limited only on the Illyrian and Celtic tribes but even to the foreign invasion of Dacians who crossed the frozen Danube.
