DAYTON -- Imagine being left outside in these freezing temperatures without food, water or shelter. That's exactly what dozens of pets have been forced to do this week.
Humane agents received an anonymous call about three dogs, chained up with no food or water, in the backyard of a West Dayton home.
It doesn't look like it happened overnight, it's been that way for a while, said Animal Care and Control Officer Dawn Gilbert.
Gilbert says she responds to about a dozen complaint calls every day.
We try to work with the owner if they can be worked with and then just go from there, she said.

Gilbert says many times owners just need a little education about proper pet care.
There's no law that says they have to bring them inside, so we try to give them as much information as possible so they can realize the affect on the animal, just like it does on us, she said.
The owner of the dogs had to immediately bring them in the garage, give them food and water, and clean up all the feces.

They all need to have water out here or if it continues this way, we will consider filing charges against you, Gilbert told the owner.
He did get citations for not licensing the dogs. Gilbert also instructed him to get adequate shelter for the animals, since doghouses in his backyard were falling apart.
He's got a lot of work he needs to take care of here, a lot of work, she said.
Officer Gilbert will be back in a week to make sure he follows through with her orders.
