Why Riot says Brim has one of the highest win rates

Recently Riot released a State of the Agents article saying "3X as many players believe Brim is too weak versus too strong, but he has one of the highest win rates in higher MMRs". This video shows gameplay footage of how I play Brimstone in high MMR (Immortal 3+).
