Privatisation and centralisation of clinical microbiology services in The Eastern Bay of Plenty has led to a serious downgrade in services for almost all GP patients. Every specimen reaches the lab many hours late, and empirical prescribing of antibiotics is the norm. There are no audits of transport delays, antibiotics failure, or the effects on patient care. The service is set up for the benefit of the provider and not the patient or family doctor. Sandy will describe how DHBs and providers manipulate communities, including doctors, into accepting the downgrades, and expose failings of several agencies. He will recommend and outline changes necessary as we face the loss of effective antibiotics, and will urge every health worker to help reverse the downgrades.

Alexander (Sandy) Milne is a Scots-trained clinical laboratory scientist. He was the principal lab scientist at Whakatane hospital and set up New Zealand's Hepatitis Foundation, leading NZ and Pacific-wide studies on Hepatitis B Virus (HBV) transmission, sero-prevalence, and treatment. His team's vaccine immunogenicity research studies led to earlier vaccination of NZ children. He was an advisor on Hepatitis B to the WHO and many Pacific countries, including New Zealand. Much of his work was done in the face of strenuous opposition from the very people who should have led the battle. He is widely published.
