Residents of 21 villages crammed together in remote hills, part of Eastern Ghats, say they can vote for two state governments and cast two votes for central government. Both Odisha and Andhra administrations function here & villagers get benefits from both.Many Kotia voters display 2 voter cards - one in Odia identifying them as a voter in Pottangi assembly & Koraput Lok Sabha constituency in Odisha, other in Telugu recognising them as a voter in Salur assembly & Araku Lok Sabha segment in Andhra Pradesh.
