I have only been on the canals as a Continuous Cruiser on my narrowboat for a month but, I can see the issues that must be common to all. The inland waterways provides its own culture and I've learnt, it's run on etiquette. Who polices etiquette? My opinion the CRT should as they are the authority, but that's putting another level of service on an organisation that is clearly struggling to operate the canals as it is.
