Here's how to change the origin appearance for a circular gradient in ArcGIS Pro. It's not straightforward, because there is no way to directly change a gradient's origin point. The trick is to add a marker layer, give that marker symbol the radial gradient appearance, move the marker itself, then opt to "clip" it based on its enclosing polygon (which, in this case, is the world). But of a workaround, but you can use it to make the charming locator globes seen all over Wikipedia. National Geographic magazine uses offset radial gradients to add a lighting effect to their overview globes, too. And now you can as well!
