I found the same Toxic Jungler that voice called me a while ago, but this time on his main account in Challenger. I was playing on my Top account so he didn't know it was me most likely, nor did I really care to say who I was. He was right on the edge of Challenger (Low Challenger), so losing games makes him go back into High Grandmaster, so if I beat him he'll lose his Challenger status in a way.
