New information. I was informed by a friend of the bike owner that he hadn’t been revving his bike or anything of the sort and likely had done nothing to deserve the treatment his bike got. He was simply over at the friend’s apartment and the lock being placed on the chain was an act of vandalism. My condolences to the bike owner (who sounds like a decent guy) for having to deal with people vandalizing his bike and having to get the lock removed.
