1. What is EPR registration for plastic packaging?
EPR for plastic waste stands for Extended Producer Responsibility. It holds producers, importers, and brand owners (PIBO) responsible for processing their plastic packaging waste through environmentally sound methods such as recycling, re-use, or proper disposal.
The Plastic Waste (Management) Rules 2016 introduced by the government address the responsibility of producers, importers, or brand owners (PIBO) to ensure the appropriate handling of plastic packaging waste, such as plastic carry bags, sheets, multilayer packaging, and similar covers used for packaging or wrapping commodities.
2. Who is mandated to obtain EPR registration for Plastic Packaging?
According to the Plastic Waste (Management) Rules, producers, importers, and brand owners (PIBO) are required to obtain EPR authorization from the Central Pollution Control Board (CPCB).
a) Brand owner: A person or company selling commodities under a registered brand or trademark.
b) Importer: A person importing plastic packaging products, products with plastic packaging, carry bags, multilayered packaging, or plastic sheets.
c) Producer: A person engaged in manufacturing or importing carry bags, multilayer packaging, plastic sheets, or similar items used for packaging or wrapping commodities.
3. Which category of person is exempted from EPR registration for Plastic Packaging?
Micro and small category brand owners are exempt from EPR obligations. However, all other entities must register on the centralized EPR portal and fulfill their EPR obligations.
4. What's the validity of the EPR registration certificate?
The registration granted under this rule shall be changed only on the request of Producers, Importers & Brand owners, under the existing Extended Producer Responsibility registration
5. What are the registration/application fees for plastic packaging?
The following application fees apply to PIBOs for EPR registration based on the plastic waste generated annually:

| Less than 1000 TPA | Rs. 10,000
| 1000 to 10,000 TPA | Rs. 20,000
| More than 10,000 TPA | Rs. 50,000
These fees enable PIBOs to obtain EPR registration.
