On 14 June 2022, Real Reform for ECD (RR4ECD) hosted a webinar on how to make a submission to Parliament on the Basic Education Laws Amendment (BELA) Bill.

The BELA Bill proposes to amend the South African Schools Act and the Employment of Educators Act to align them with developments in the education landscape and to ensure that people have the right to basic education as enshrined in our Constitution.

The Bill recently opened for public comments and RR4ECD made a submission on the following points proposed in the Bill:

1. Making Grade R compulsory
2. Potentially sentencing parents whose children are not attending Grade R for up to 12 months in prison

RR4ECD supported the call to make Grade R compulsory BUT on condition that it is appropriately resourced; emphasises play-based learning; and that there is adequate training and wages for practitioners in the Grade R sector.

We DO NOT support the criminalisation of parents as we believe it is misguided. We instead propose a holistic social intervention and support that identifies the causes of the parent’s non-compliance and introduces a series of interventions to help and assist that parent to comply.

Changes proposed in the BELA Bill will inevitably impact learners, parents and practitioners so it is our responsibility to be actively involved in the laws that affect us.
