Somaliland is a de facto country, but only a pseudo-state. Would recognizing Somaliland as a separate country from Somalia bring the justice that the territory needs, a recognition of the stable, safe democracy that it's maintained over 30 years? Or would recognition by the African Union bring War to the Horn and precedent for secessionist movements across Africa that could further destabilize the Continent?
