[BnS] Phantom Assassin - Post UE4 Rotation Parse

Keep in my ping is terrible and fluxuates a lot, so these parse counts are definitely not the best indicator of what this rotation can do. With extremely optimal ping, you can push up to .66+ Reavers/Sec, meanwhile maintaining .99 3X/Sec, ~12 sec between phantoms, and upwards of 2.6 rmb/sec.
