The first in the series of interviews of families of victims of enforced disappearance and human rights defenders made possible through the Broadening Discussion and Collaboration towards Significant Transformation in Ending Disappearances (BroaDCaSTED) project of AFAD through the cooperation with the German Embassy Manila.

Featured here are, Idda de Jesus-Tiongco (Sister of disappeared Gene Roz Jamil "Bazoo" de Jesus, who disappeared on April 28, 2023), Louie Crismo, Secretary General of Families of Victims of Involuntary Disappearance, brother of Romeo Crismo who was forcibly disappeared during the Martial Law years), Cecille Baello (Campaign and Lobby Officer of the Families of Victims of Involuntary Disappearance), Sonny Resuena (Documentation Officer of Families of Victims of Involuntary Disappearance) and Joey Faustino, Secretary General of Asian Federation Against Involuntary Disappearances (AFAD).

The government agencies featured in this video were from the round table discussion (RTD) in Quezon City, during the International Day of the Disappeared (August 30, 2024), and were represented by the following: Atty. Gemma Parojinog, Director, Policy Linkages Office, Commission on Human Rights (CHR); Atty. Jasmin Regino, Director, Protection Office, Commission on Human Rights (CHR); Atty. Al Paglinawan - Philippine National Police (PNP); Cpt. Anthony Cabarteja - Armed Forces of the Philippines (AFP); Atty. Gino Santiago - Department of Justice (DoJ); and Michael Lagrimas - Department of Health (DoH).

Broadening Discussion and Collaboration towards Significant Transformation in Ending Disappearances (BroaDCaSTED)

The Philippine Anti-Enforced Disappearance Act (Republic Act 10353) was enacted in 2012 with over 195 reported cases of enforced disappearances (ED) in the country since then. While the crime of ED continues, there have been zero convictions using this law, and only one case of a government reparation program for victims of ED. Much remains to be done in the implementation of RA 10353 – this law’s provisions and benefits have yet to reach a wider audience, especially the current government and its security forces.
It is also important to address ongoing historical distortion and the spread of misinformation on the history of human rights (HR) in the Philippines. The country has witnessed since 2016 the massive demonization of human rights to justify the war on drugs and to stifle dissent. Worse, the public has been exposed to massive dis-, mis-, and malinformation through social media. It is urgent to reclaim the HR narrative and shed light on the truth about heinous HR violations and ED.
The project Broadening Discussion and Collaboration towards Significant Transformation in Ending Disappearances (BroaDCaSTED) is the response of the Asian Federation Against Involuntary Disappearances (AFAD) and the Families of Victims of Involuntary Disappearance (FIND) to counter disinformation on ED by engaging the country’s policymakers, law implementers, and civil society. This project localizes the issue of enforced disappearances through heightening awareness in the target regions, but also provides an avenue where CSOs can better engage the government regarding the issue of ED and the implementation of RA 10353.
