To unlock Special Forces tech there are all building and research requirements and there will be building requirements for various research in Special Forces tech. That said you should look at the bigger picture when it comes to research. Make sure you go through and maximize your productivity from development and economy. Rushing to T10 troops is not going to help you if you're broke and poor or everything goes slow. Also make sure you understand the benefit of the hero and the units research which should always be kept within 20% of each other and you should look to work that up as high as possible as well.

It is my opinion to never rush headquarter levels and to build yourself a strong position in the level you're at. The times that I would go faster are the times that I would be able to quickly get a next level of troops. Otherwise I will be honest and say that the vast majority of level 30s are extremely weak it could be easily beaten by a level 28 or 29 and in some cases even to level 27. Don't be one of those level 30s that everyone laughs at.
