The Palestinian ambassador to Russia has confirmed that they want full membership. However, Palestinian Authority chief Mahmoud Abbas has appealed to Hamas at the United Nations to lay down arms and hand over control of Gaza, which Hamas has rejected as surrender, leading to a major conflict within the Palestinian leadership.
