Unlicensed rehab homes nearly took over a community

How did a behavioral health provider nearly took over a neighborhood in Laveen? The rehab program we are learning about now has three clinics suspended by AHCCCS (Arizona Health Care Cost Containment System), facing allegations of Medicaid fraud.
