Youth involved in the justice system, referred to as Children in Conflict with the Law (CICL) in the Philippines, have critical needs ranging from basic resources to emotional support and economic opportunities. Previous research establishes that policies impacting youth in the justice system cycle between harsh punishment and lenient treatment. In the 1990s, academics in the United States predicted a rise in crime by "superpredator" teenagers. These popularized predictions contributed to a rise in mass incarceration nationally and within California, which were followed by reforms to reduce incarceration in recent years. Current law in the Philippines acknowledges that community interventions show promise in addressing CICL needs. However, policy implementation challenges and lack of resources for community-based programs serving CICL may lead to regressive action. The development of a Participatory Action Research (PAR) project with children's rights organization, Bahay Tuluyan, will engage youth participants to share their unique perspectives while building capacity for future community contributions. Community collaboration paired with international research perspectives will shed light on policy implementation, community-based program effectiveness, and potential solutions.
