About the IAA HQ:

The IAA (International Affairs Agency) Headquarters is a skyscraper serving as the IAA's field office for the state of San Andreas.

The IAA and FIB buildings are both government run agencies and are similar in design both in the interior and exterior of each skyscraper. The building has a total of 53 floors and most likely possesses similar features to the FIB building.

A large number of offices can be seen in Three's Company, as well as the 36th floor, which has a "Legal Affairs" section and a few offices.

About the game:

Grand Theft Auto V is a 2013 action-adventure game developed by Rockstar North and published by Rockstar Games.

Set within the fictional state of San Andreas, based on Southern California, the single-player story follows three protagonists—retired bank robber Michael De Santa, street gangster Franklin Clinton, and drug dealer and arms smuggler Trevor Philips—and their efforts to commit heists while under pressure from a corrupt government agency and powerful criminals.
