“Training the Population in Civil Defense (Reel 2)” (1979) is a black-and-white training film commissioned by the Civil Defense Division of the Central Committee of the Communist Party (CCCP) that outlines the CCCP’s procedure for training the public in safety and rescue measures in case of a nuclear attack. This particular portion of the film at the instruction of complex object handling like DP-5A dosimeters and gas masks. Across the USSR, the CCCP instituted a mandatory training program to ensure that the public had the same minimum of knowledge on protection against weapons of mass destruction.
Civil defense was the system of measures to protect people and material assets in the USSR in the case of hostile attacks and ecological or technological disasters, in addition to how to prepare for such scenarios. These preparatory measures included sheltering, evacuation, and first aid.
Film opens, Part 2: “Complex Object Teaching” (0:08). Camera pans exterior of industrial plant complex (0:12). Interior of plant: Assembly line, various work stations (0:19). Diagram depicting scheme/ work flow for preparation of comprehensive object exercises (0:24). The exercise leader, head of civil defense, inspects different work stations ahead of training (0:34). Materials and technical materials prepared: Man adjusts headlights on a ZIL-157 with crane attachment in a workshop; Another man prepares flatbed of another ZIL-157 (1:01). Showers, kitchen, first aid kits all inspected to make sure they are up to standard (1:27). Training of workers, employees, and others participating in exercises: Series of clips of men, women of all ages reading prepared documents, stand around scaled model of training facility (1:50). Preparation of Formation Personnel: Personnel of different specialty groups train together in field area of training town; Practice of different methods of clearing debris, opening up entrances to protective structures like bunkers (2:07). Team works to remove radiation contaminants: Men wearing protective chemical suits, gas masks spray down a GAZ-51 truck with water (2:45). Civil defense officers told to get into formation, equip themselves with service equipment in store room; Medics collect first aid bags, others collect gas masks and perhaps Soviet Soviet RP-4 respirators (3:41). PAZ-3201 transport bus departs training center with different civil defense divisions (4:12). Construction of underground bunker for exercise, blackout windows installed to existing structures (4:19). Perhaps ChTZ T-800 bulldozer clears mound of dirt (4:46). Evacuation of people: School aged students, women in plain clothes led to buses; Others seen evacuating by bike; Lada 2101-3 car among others drives along evacuation route (4:54). Upon arrival in suburban area, evacuees registered and assigned bunkers (5:13). Construction efforts converting preexisting cellars, basements into anti-radiation structures (5:21). Alarm for drill blares, civilians run to shelters, civil defense officers carry out radiation observation from special post to understand direction of nuclear explosion (5:35). First team of civil defense responders sent to source of damage, GAZ-67 (similar to Jeep) drives along road (5:53). Men put on protective suits, GP-5 gas masks with respirators to inspect condition of buildings, devise rescue strategy (6:10). Convoy of trucks (ZIL-130, GAZ-51, ZIL-130 firetruck), tractors with loader attachment head towards disaster zone (6:10). Rescue underway: Firefighters fight flames, rescuers dig under rubble to save those trapped, other rescuers scale buildings with ladders (6:55). Final stages of exercise: Sanitary efforts, men wash down rubber boots sticking up in field (8:15). Medics sit in field and listen to feedback, debrief from commander (8:34). Closing credits (8:51). Film ends (8:53).
