Only a small number of agents knows English and even a smaller group of them have experience in Turkish citizenship by investment program or working with foreigners in general. We advise you to have a lawyer who understands your needs in the beginning that will handle the due diligence and communication.

Negotiating on the price is a custom in Turkey and probably there will be a small difference between the first price and the final price if you can bargain over it.

The evaluation report is mandatory if the buyer is a foreigner. After the evaluation report is done, insist on seeing the report because if there is a problem with the title deed for example if there is a mortgage annotation on the title deed, you can see it on the evaluation report. As of January 6th 2022, a foreign buyer must provide a bank receipt that shows he or she exchanged the foreign money for example American dollars for Turkish liras. Owner shall electronically schedule an appointment with the related land regsitry directorate.

On top of it, they will require your passport and they will want you to fill a form called “Identity Statement Form” which is mandatory for foreigners. Land registry directorate will accept the documents hopefully will conclude their review in the same day. Meanwhile they will provide you with a code that you can use to pay the governmental fees for the property purchase. If you have paid your part of the governmental fees and paid the purchase for the property to the seller, then the last part is signing a finalizing document called “Resmi Senet” in Turkish. I think we can translate it like “Official Deed”. So while signing it, the officer will ask to the seller “Did you get your money?” the seller must answer to this question as “Yes, I did.” After this, you will both be signing the Resmi Senet and that’s it. Title deed is now registered in buyer's name.
