2. SOUNDBITE (English) Frank-Walter Steinmeier, German Foreign Minister:
"We all know there are still breaches of the ceasefire and we have to create transparency about the question who is responsible, but our task is to stabilise, to consolidate the ceasefire and make secure (ensure) that humanitarian assistance will take place. So far I think more than 150 lorries with humanitarian aid are on the way and have reached the people in need in Syria. But humanitarian - that is our common position - should not be an exemption, it should be normal. And from that point of view we are still far away from a situation which is satisfying."

STORYLINE:
German Foreign Minister on Friday said that it was necessary to "create transparency" about breaches of the Syrian ceasefire and "about the question who is responsible."
Frank-Walter Steinmeier also commented on the progress in getting humanitarian aid through to "the people in need in Syria", which he said had started, but was still "far away from a situation which is satisfying."
Steinmeier was speaking in Paris as Europe's top governments met to examine the Syrian ceasefire almost one full week after the U.S.-Russia-brokered truce went into effect.
