Picard acts as Locutus in an attempt to prove that Hugh has not changed and is still a Borg. When Hugh is told that he must assist in assimilating the crew of the Enterprise, he protests saying that they do not wish it and that Geordi must not be assimilated. Finally, Hugh refers to himself as "I" and states "I am Hugh".
