The bicameral conference committee (bicam) meetings on the proposed 2026 budget extend to Tuesday, December 16, as lawmakers from the House and the Senate continue to reconcile their versions of the national spending plan.

The bicam is expected to reconcile the proposed budgets of other agencies amid an ongoing deadlock on the Department of Public Works and Highways’ spending plan. This comes after DPWH Secretary Vince Dizon made a last-minute appeal to restore the agency’s funding level approved by the House.

The Senate postponed bicam meetings on Monday, December 15, to further consult with Dizon regarding possible solutions to the deadlock. But the House, for its part, still showed up to the bicam venue after the postponement was announced.

During the hearing on Sunday, December 14, Dizon argued before lawmakers that the P45-billion budget cut could result in underfunded projects that cannot be implemented.

He instead proposed to restore the House version of the DPWH budget so that the DPWH will be able to apply the reduced construction costs in the projects’ Program of Works.
