BEAUMONT - KFDM News has learned a man found not guilty by reason of insanity in the mutilation murder of his mother will be released from Rusk State Hospital into outpatient care once a treatment plan is in place. His attorney, Doug Barlow, expects Harrison to return some time next week.

Judge Larry Gist made the ruling Wednesday morning at the Jefferson County Courthouse during a hearing in the case of Millet Harrison, 65.
He killed his mother, Louise, on February 1, 1994 at her home on Magnolia in Beaumont.
Investigators say he wasn't taking his anti-psychotic medication for paranoid schizophrenia when he decapitated his 67-year-old mother and removed her heart and eyes and placed them on a bed. Harrison said he heard voices telling him his mother was suffering and he had to end the suffering.
He was found not guilty by reason of insanity and has been confined at state hospitals since then.
Judges had repeatedly ordered that he remain confined at state hospitals after determining there was no way to ensure he'd take his anti-psychotic medication.
Harrison has said he'll take the medication and wouldn't be a threat to society.
Following the most recent hearing the Ninth Court of Appeals overturned an order that he remain confined at a state hospital and sent the case back to trial court to determine if he'd receive inpatient or outpatient care.
Following the Wednesday hearing Judge Gist ordered that Harrison receive outpatient treatment. The judge will sign a written order next week and Harrison will remain at Rusk until a written treatment plan is in place between Rusk and another agency.
KFDM News spoke with Harrison's attorney, Doug Barlow, about the decision.
"He's been compliant in taking his medication," Barlow told KFDM. "
Barlow said Harrison has wanted to transition into private life and has done everything he can to be complaint with all of the treatment plans that have been designed for him.
Comments Millet Harrison's attorney Doug Barlow gave to KFDM News:

"Judge Gist conducted a hearing following a reversal of the Ninth Court of Appeals of the prior commitment order. That means the Court of Appeals determined last year and actually issued their order at the beginning of this year that there's no longer sufficient evidence to hold Millet Harrison in Rusk State Hospital."


"Under the law and the evidence the judge was actually required to do this. There's simply no evidence to support his continued in-patient treatment so it's now the judge's job to monitor a treatment plan and enter an order that will ensure that he stays on his medications at his properly treated outpatient."

"After the order is entered by the court and the treatment plan is approved he will be transported from Rusk State Hospital to the appropriate authorities for placement into a group home."

KFDM: How do you guarantee he takes medication and follows his treatment plan?

"Well, that's been the issue over the past years. Millet has been very compliant in recent years with his medication and that's been the concern of everybody involved to make sure that happens. And that's the purpose of the treatment plan is to make sure that he's monitored and that he continues to take his medication and now he's been doing that."

"There will be a treatment plan that's entered that requires monitoring of his medication to ensure that he takes it and if anything goes awry than those persons are charged with the responsibility of notifying the court and other authorities immediately."
