The Disco Lighter can be found in most encounter maps in Vigor. I suspect it can be found on all maps. It spawns most commonly around caravans and campervans. You must successfully leave the encounter after looting the lighter for it to be added to your collection.

You need to be the first person to loot the lighter, as killing another player who loots it first will not allow you to loot it from their gear (mementos are not lootable from other players).

Mementos only have a small chance to spawn into an encounter. If you regularly check these four spawn locations you will eventually locate the Fiskeri Lighter.
