A Troparion is a short hymn or stanza sung in the byzantine rite, this particular one is sung in memory and in glory of when St Helena found the true Cross of Christ, after this incident, so many people flocked to her and wanted to see the cross that she and her companions had to raise and lift up the cross (in other words, exalt) in the air for everyone to see. This practice and tradition has been passed down to commemorate the day that St Helena found Christ's cross and is still done to this day in Orthodox Churches.
