On January 29, 2025, Panama's Supreme Court declared unconstitutional the operating contract signed with China’s CK Hutchison Group for the Port of Balboa and the Port of Cristóbal. These two strategic ports sit at both entrances of the Panama Canal — one on the Pacific side and the other on the Atlantic side — effectively controlling the canal’s gateway. After nearly 30 years of operation and more than $4 billion in cumulative investment, Panama ordered the immediate revocation of concession rights without prior negotiation or compensation discussions.

The Panama Canal is one of the most critical maritime passages in the world, connecting the Pacific and Atlantic Oceans and facilitating around 5–6% of global shipping trade annually. Roughly 13,000 vessels pass through the canal each year, generating close to $5 billion in toll revenue. The two Chinese-operated ports handled about 8 million TEUs annually and created thousands of local jobs. Now, China has responded by freezing investment projects, adjusting shipping routes, and tightening agricultural import inspections — signaling the start of a calculated economic countermeasure.
