Police officers are trained to perform an eye test [including the HGN or the "horizontal gaze nystagmus test"] as part of the Standardized Field Sobriety Tests. Nystagmus is an involuntary jerking of the eye that CAN be caused by central nervous system depressants. But, gaze nystagmus or saccadic movements in the eye (when following at an angle) can be caused by over 40 other sources. Officers look for clues or "cues" under the original DWI manual.

Cops take a three day sobriety test class designed to teach them how to make better arrest decisions. The nystagmus evaluation is part of a three test battery of evaluations. The nystagmus testing consists of both horizontal gaze nystagmus and vertical gaze nystagmus. Law enforcement officers are trained to administer the so-called Standardized Field Sobriety Tests on people detained after being suspected of DUI-DWI-OUI-OWI.The proper 20 to 24 hours of instruction requires SFST subjects to be dosed with some amount of alcohol by the instructors, before a student attempts to properly identify what is nystagmus and what is not nystagmus.
