While teaching his senior level Contemporary World History class, Jones found it difficult to fully convey the mindset and acceptance of the German people during N3zi Germany. In an effort to understand and demonstrate the appeal of fascism, Jones decided to conduct an experiment at Cubberley High School in Palo Alto, California.

The experiment began with small changes, such as proper seating and slogans like "Strength Through Discipline" written on the classroom chalkboard. Jones then enforced strict classroom rules, emphasizing the importance of discipline.

As the experiment progressed, Jones added more elements such as "Strength Through Community" and "Strength Through Action", and students from other classes began to join in. Jones even issued member cards and instructed the students on how to initiate new members.

However, as the movement grew and began to number in the hundreds, Jones felt that the experiment had gotten out of hand. On the last two days, he shut down the experiment and held a rally where he revealed the true nature of the movement as an experiment in fascism. He also showed a film discussing the actions of N3zi Germany.

The project was later adapted into two films, The Wave in 1981, and Die Welle in 2008.
